In Passaic, northeast of New York City, the mayor also declared a state of emergency.

"We have too many areas where the flooding has gotten so bad that cars are stuck and we have bodies underwater," Passaic Mayor Hector Carlos Lora said in a video posted to Facebook. "We are now retrieving bodies."

PHILADELPHIA — Record flooding along the Schuylkill River in Pennsylvania inundated homes and commercial buildings, swamped highways, submerged cars and disrupted rail service in the Philadelphia area.

Valerie Arkoosh, chairperson of the Montgomery County Board of Commissioners, said three people died in suburban Montgomery County and a tree fell into a woman’s house in Upper Dublin, killing her. Two other people drowned, one in a home and the other in a car.

In a tweet, city officials predicted “historic flooding” on Thursday as river levels continue to rise. The riverside community of Manayunk remained largely under water.

Emergency workers in the county completed more than 450 water rescues. That is three times the previous record. Rescue efforts were continuing throughout the morning. The National Weather Service was in the area to investigate reports that a tornado touched down.

Power to be restored to New Orleans by middle of next week

NEW ORLEANS (AP) — Power should be restored to almost all of New Orleans by Wednesday, 10 days after Hurricane Ida destroyed the city’s electrical grid and left more than 1 million customers in Louisiana without power, utility officials said Friday.

Entergy, the company that provides electricity to the city, issued a statement asking for patience and acknowledging the heat and misery in Ida’s aftermath. More than 25,000 workers from 40 states are trying to fix 14,000 damaged poles, more than 2,200 broken transformers and more than 150 destroyed transmission structures.

“Please know that thousands of employees and contractors are currently in the field working day and night to restore power. We will continue working until every community is restored.” said Rod West, a group president for utility operations.

Customers with damage where power enters their home will need to fix it themselves, and there could be some smaller areas that take longer, the company said. The utility offered no promises for when the lights will come back on in the parishes east and south of New Orleans, which were battered for hours by winds of 100 mph (160 kph) or more.

Biden directs federal aid to NY, NJ after deadly flooding

LAMBERTVILLE, N.J. (AP) — President Joe Biden approved major disaster declarations Monday greenlighting federal aid for people in six New Jersey counties and five New York counties affected by devastating flooding last week from the remnants of Hurricane Ida.

At least 50 people were killed in six Eastern states as record rainfall last Wednesday overwhelmed rivers and sewer systems. Some people were trapped in fast-filling basement apartments and cars, or swept away as they tried to escape. The storm also spawned several tornadoes.

Biden is scheduled to visit New Jersey and New York City on Tuesday to survey storm damage, the White House said. The storm killed at least 27 people in New Jersey and 13 in New York City.

New Jersey Gov. Phil Murphy, touring flood-damaged areas of Lambertville on Labor Day, said Biden’s major disaster declaration will allow individuals to receive assistance, including grants for temporary housing and home repairs and low-cost loans to cover uninsured property losses.

Tropical Storm Mindy forms in the Gulf of Mexico

Tropical Storm Mindy formed in the Gulf of Mexico on Wednesday as the 13th named storm of the 2021 Atlantic hurricane season.

Mindy was expected to cross the coastline of the Florida Panhandle on Wednesday night, and then move off the coast of the southeastern United States into the western Atlantic Ocean by Thursday.

It was producing maximum sustained winds of nearly 40 miles per hour, with some stronger gusts, the National Weather Service said. Total rainfall of two to four inches was expected, with six inches possible across the Florida Panhandle into southern portions of Georgia and South Carolina through Thursday morning, the Weather Service said.

Some flooding was possible, as were isolated tornadoes over the Florida Panhandle.

Forecasters: Tropical Storm Nicholas forms in Gulf of Mexico

MIAMI (AP) — Tropical Storm Nicholas strengthened as it headed for the Gulf Coast on Sunday, threatening heavy rain and floods in coastal areas of Texas, Mexico and Louisiana.

Forecasters at the National Hurricane Center in Miami said tropical storm warnings were issued for coastal Texas and the northeast coast of Mexico. Nicholas is expected to produce total rainfall of 5 to 10 inches (13 to 25 centimeters), with isolated maximum amounts of 15 inches, across portions of coastal Texas into southwest Louisiana on Sunday through midweek.

The storm was expected to bring the heaviest rainfall west of where Hurricane Ida slammed into Louisiana two weeks ago. Although forecasters did not expect Louisiana to suffer from strong winds again, meteorologist Bob Henson at Yale Climate Connections predicted rainfall could still plague places where the hurricane toppled homes, paralyzed electrical and water infrastructure and left at least 26 people dead.

“There could be several inches of rain across southeast Louisiana, where Ida struck,” Henson said in an email.

Nicholas gets stronger, threatens to hit Texas as hurricane

HOUSTON (AP) — Tropical Storm Nicholas gathered strength Monday and threatened to blow ashore in Texas as a hurricane that could bring up to 20 inches of rain to parts of the Gulf Coast, including the same area hit by Hurricane Harvey in 2017 and storm-battered Louisiana.

Nearly all of the state’s coastline was under a tropical storm warning that included potential flash floods and urban flooding. Texas Gov. Greg Abbott said authorities placed rescue teams and resources in the Houston area and along the coast.

Forecasters at the National Hurricane Center in Miami said the system’s top sustained winds reached 60 mph (95 kph). If the winds hit 74 mph, the storm would become a Category 1 hurricane. It was moving north at 12 mph (19 kph) on a track to pass near the South Texas coast later in the day, then move onshore in the evening.

In flood-prone Houston, officials worried that heavy rain expected to arrive late Monday and early Tuesday could inundate streets and flood homes. Authorities deployed high-water rescue vehicles throughout the city and erected barricades at more than 40 locations that tend to flood, Mayor Sylvester Turner said.

The human remains found inside a 12-foot alligator’s stomach belong to a man who went missing in Hurricane Ida floodwaters on Aug. 30, a Louisiana coroner said this week.

Timothy Satterlee Sr., 71, was attacked by the gator last month outside their home in the city of Slidell, his wife, who witnessed the attack, previously told authorities.

Nearly two weeks after the attack, authorities captured the alligator believed to be responsible for the attack in the Avery Estates area near Slidell, a city on Lake Pontchartrain across from New Orleans, according to the St. Tammany Parish Sheriff's Office.

Once euthanized, the alligator’s stomach contents revealed human remains. On Thursday, St. Tammany Parish Coroner Dr. Charles Preston confirmed in a news release that the remains belong to Satterlee.

The coroner's office used DNA samples extracted from the remain's tissue and compared those to samples from Satterlee's sons. Investigators were able to make an 11-point DNA match with Satterlee’s children.

“For legal purposes, a 16-point match is the general standard,” Preston said in the release. “In this case, given the circumstances, I am satisfied that an 11-point match confirms these are Mr. Satterlee’s remains.”

Forecasters predict a very active hurricane season

Forecasters predict another very active hurricane season this year.

This is because for a second consecutive winter weather patterns will be heavily influenced by a natural phenomenon known as La Niña.

Scientists from NOAA, the US weather service, have released the official outlook for the hurricane season which runs from June through to November.

It backs up forecasts from Colorado State University and the UK's Met Office.
