Kansas GOP Overrides Governor’s Veto of Ban on Gender-affirming Care for Minors

Introduction:
(The Hill) Kansas’s GOP legislature voted Tuesday to override Democratic Gov. Laura Kelly’s veto of a bill to ban gender-affirming care for transgender minors, becoming the 27th state to restrict access to treatment.

Republicans, with supermajorities in both chambers, easily cleared the two-thirds majority threshold needed to override Kelly’s veto in a set of votes that caught some Democrats off-guard. Kansas lawmakers had previously failed to override Kelly’s vetoes of similar measures.

State Senate Bill 63, which is set to take effect later this month, aims to broadly prevent health care professionals from providing gender-affirming medical care, including puberty blockers, hormone therapy and surgery, to minors diagnosed with gender dysphoria.

The measure slashes state support for transition-related care and puts doctors who continue providing it in jeopardy of losing their medical licenses.

In a joint statement, Kansas Senate President Ty Masterson (R) and House Speaker Dan Hawkins (R) said they voted Tuesday “in honor of the children Governor Kelly failed to protect with her repeated vetoes of this sensible legislation.”

San Francisco Community Groups Sue Trump Over Anti-trans Executive Orders

(Axios) Local LGBTQ-serving community organizations are among nine nonprofits that sued the Trump administration Friday over executive orders targeting transgender and nonbinary people.

Why it matters: President Trump ran his campaign on an incendiary anti-trans platform that promoted false claims about the community, which make up 1.3% of U.S. adults.

State of play: One of his first actions in office was to direct the federal government to only recognize two sexes, male and female.
• He has since ordered federal agencies to limit gender-affirming care for youth, restrict information about trans issues and bar trans women and girls in federally-funded schools from participating in sports that align with their gender identity.

Driving the news: Filed by Lambda Legal, the lawsuit alleges Trump's actions "pose an existential threat to transgender people and the organizations that ... provide them with life-saving services."
• The plaintiffs, which include San Francisco AIDS Foundation (SFAF), GLBT Historical Society and San Francisco Community Health Center, are asking the district court to declare the orders unconstitutional and block their implementation.
• The lawsuit also accuses the Trump administration of expressing "a disparaging, demeaning, idiosyncratic, and unscientific viewpoint about transgender people and gender identity."
• That exponentially increases harm against trans people — who are already four times more likely to be victims of violent crime — and other marginalized populations, plaintiffs argue.

Federal prisons prep to move trans inmates as early as next week

The Bureau of Prisons is pushing ahead with plans to move transgender inmates out of prisons that align with their gender identity and into facilities corresponding to their sex at birth. The moves could happen as early as next week, according to federal inmates and a source familiar with the policy who spoke with NPR on condition of anonymity due to fear of reprisal.

This would mean transgender women currently housed in women's facilities would be moved to men's facilities, and vice versa. It's expected that the moves will impact trans inmates regardless of whether they've received gender transition surgery of any kind.

A lawsuit filed late Friday afternoon by a dozen transgender women inmates is attempting to block the BOP from moving the federal prison system's trans population.

The source told NPR that the BOP was expecting a lawsuit, and for a possible court order blocking the moves, but intended to go ahead with the plan anyway. Officials at individual prisons won't begin moving people until they receive the go-ahead from the BOP, the source said, and it's unclear when that would happen. The bureau is well aware of concerns about potential risks of assault, sexual violence and suicides, which have been raised by officials, according to the source.

Lawmakers in at least nine states have introduced measures to try to chip away at same-sex couples’ right to marry.

Five of the measures, including one introduced Tuesday in Michigan, urge the Supreme Court to overturn its 2015 landmark ruling in Obergefell v. Hodges, which granted same-sex couples nationwide the right to marry.

Similar measures explicitly seeking to reverse the Obergefell decision have been introduced in Idaho, Montana, North Dakota and South Dakota. The Idaho House passed its resolution last month by a vote of 46-24, and the North Dakota House passed its measure Monday, 52-40.

Lawmakers in at least four additional states — Missouri, Oklahoma, Tennessee and Texas — introduced bills that don’t refer to Obergefell but that would, if they are signed into law, create a category for marriage called “covenant marriage” that would be only for one man and one woman.

Iowa Governor Signs Bill Removing Gender Identity from State Civil Rights Protections

Introduction:
(NBC) Iowa Gov. Kim Reynolds signed a bill Friday that strikes gender identity from the state's civil rights law, making Iowa the first state to remove civil rights from a previously protected class.

The bill passed the Republican-majority state Senate, 33-15, along party lines Thursday. Less than an hour later, the House passed its version of the bill, 60-36, with five Republicans joining Democrats to vote against it.

Reynolds, a Republican, said in a statement Friday that the bill “safeguards the rights of women and girls.” She said the civil rights code’s protections against discrimination based on gender identity “blurred the biological lines between the sexes,” and “forced Iowa taxpayers to pay for gender-reassignment surgeries.”

“We all agree that every Iowan, without exception, deserves respect and dignity,” she said. “What this bill does accomplish is to strengthen protections for women and girls, and I believe that it is the right thing to do.”

The Iowa Civil Rights Act broadly prohibits discrimination in many areas of life, including employment, housing, education and credit. In 2007, the state Legislature, which was then controlled by Democrats, passed a bill that extended those protections to LGBTQ people, adding sexual orientation and gender identity to the list of protected classes.

January Littlejohn Story About ‘Secret’ Gender Transition Needs Context

(Politico) In President Donald Trump’s March 4 address to Congress, he referenced the story of one of his invited guests to illustrate the "toxic ideologies" he was attempting to erase from schools.

"A few years ago, January Littlejohn and her husband discovered that their daughter's school had secretly socially transitioned their 13-year-old little girl,"Trump said. "Teachers and administrators conspired to deceive January and her husband while encouraging her daughter to use a new name and pronouns, they/them pronouns actually, all without telling January."

In 2021, Littlejohn sued Florida’s Leon County school district in federal court claiming school officials had directed school staff to deceive parents and conceal information from parents regarding students’ gender identities. But emails between Littlejohn and her child’s teacher obtained by CNN reveal a more complex story.

On Aug. 27, 2020, CNN reported, Littlejohn emailed a teacher that she and her husband were aware their child was "currently identifying as non-binary" and "would like to go by the new name [redacted] and prefers the pronouns they/them." According to CNN, Littlejohn told the teacher that although they had not changed what they call the child at home, "If she wants to go by the name [redacted] with her teachers, I won’t stop her."

When the teacher asked if they could share the info with other teachers, Littlejohn replied, "Whatever you think is best or [redacted] can handle it herself," and "I’m going to let her take the lead on this."
