How Ukraine Keeps Society Going Despite the War

Introduction:
( Eurekalert) Despite being at war since February 2022, Ukraine has managed to maintain public services. A new study from Linköping University points to the collaboration between citizens and public authorities as a key factor in this. According to the researchers behind it, there are lessons to be learned for other countries should war or crisis come.

“Everyone, right down to the family and the individual, makes crucial decisions in times of deep crisis. It’s important that all actors are mobilised, pull together and cooperate,” says Mariana Gustafsson, docent in political science at the Department of Management and Engineering at Linköping University.

The study, conducted in the Dnipropetrovsk region in 2023 and 2024, is based on survey responses from 239 public officials and 882 Ukrainian citizens. It has been supplemented with ten in-depth interviews with public officials and active members of civil society. All in all, it gives a picture of how society’s functions were transformed during the war. The results have been published in the journal Government information Quarterly.

The study shows that extensive collaboration has emerged between all levels of society – collaboration that was previously sporadic. Citizens in civil society have been able to identify new needs early on through their local networks and develop relief efforts together with authorities and international organisations. This has made it possible to, for example, quickly create digital services to help war veterans or those who have had to flee their homes. Citizens and organisations have become active co-creators rather than passive recipients, making the efforts robust and credible.

The digital platform Diia, a central location for government services in Ukraine for the past few years, has played a key role in this, as a number of functions, originally developed in civil society, could quickly be connected to it. More than half of all Ukrainians now have the app on their phone.

caltrek’s comment: I think this more than anything is the sort of thing that enraged Putin. The idea of being a public servant within a largely self-organizing society as opposed to being a tyrannical dictator was just intolerable to Putin. Unfortunately, the political culture of Russia favored a dictator.

Huge blow for Putin’s war machine as UK sanctions Russian oil

Russia’s largest oil companies and global businesses propping up Putin’s illegal war have been hit by fresh sanctions as the UK moves to increase pressure on Kremlin revenues.

15 October 2025

– UK unleashes strongest sanctions yet on Russia, choking off energy revenues that flow into its war chest by directly targeting oil giants Rosneft and Lukoil.

– Government is taking Russian oil ‘off the market’ as 90 sanctions announced.

– Foreign Office and Treasury take action in tandem, with Yvette Cooper introducing sanctions in parliament and Rachel Reeves leading discussions with international partners in Washington DC.

The 90 new sanctions strike at the heart of Putin’s war funding, directly targeting Rosneft and Lukoil - two of the world’s biggest energy companies, which together export 3.1 million barrels of oil per day. Rosneft alone is responsible for 6% of global and nearly half of all Russian oil production.

Today’s action demonstrates the government’s determination to cut off Putin’s revenue streams - targeting Russian companies and their global enablers. Four oil terminals in China, 44 tankers in the ‘shadow fleet’ transporting Russian oil, and Nayara Energy Limited - which imported 100 million barrels of Russian crude worth over $5 billion in 2024 alone – have all been hit by this latest wave of sanctions.

The following report is slightly dated. I am posting it as no other post seems to have been made, and it is apparently of significance in its effect on world oil supplies.

Major Ukrainian Drone Strike Halted Oil Deliveries at Novorossiysk Terminal
November 14, 2025

Introduction:
(The Moscow Times) Oil deliveries to the Russian Black Sea port of Novorossiysk were suspended after Ukrainian strikes damaged key energy infrastructure in one of the most disruptive overnight attacks on the Krasnodar region in recent months, Reuters reported Friday, citing anonymous sources familiar with the matter.

Russia’s state pipeline monopoly Transneft halted crude flows into Novorossiysk, according to two sources cited by the news agency, while the port also stopped receiving and loading oil following the attack.

Krasnodar region officials said the strikes damaged facilities at the Sheskharis oil transshipment complex, triggering fires that were later extinguished.
A local state of emergency was declared in Novorossiysk, a critical gateway for crude exports from both Russia and Kazakhstan that sits on Russia’s southeastern Black Sea coast.

Global oil prices increased by roughly 2% on fears of supply disruptions.

LONDON — Ukraine will not surrender territory, President Volodymyr Zelensky declared on Monday, rejecting a central Russian demand that President Donald Trump had incorporated into his latest proposal to end the Kremlin’s war. “Under our laws, under international law—and under moral law—we have no right to give anything away,” Zelensky said, after meeting with top European leaders to discuss Trump’s plan on Monday. “That is what we are fighting for.”

The unequivocal declaration that Ukraine would not surrender land could mark the collapse of Trump’s latest plan to end the war, which critics condemned as fulfilling a wish list of Russian President Vladimir Putin.

Zelensky, speaking to journalists aboard his flight following consultations with British, French and German leaders in London, laid out one of his clearest public statements yet on the emerging U.S.-backed proposal. He said the plan had been stripped of what he called “explicitly anti-Ukrainian provisions,” suggesting that Kyiv was open to a deal.

But he stood firm on the issue of land — a view shared by European leaders who have insisted that Putin should not be permitted to redraw recognized international boundaries by force.
