Cold War Steve is a satirical artist/photoshopper who does these hilarious and often surreal pics on Twitter. In this pic, we have Biden visiting the UK and meeting Johnson and his wife. Springing from the cake is Jennifer Arcuri (who had a four-year affair with Johnson, triggering investigations into alleged conflicts of interest).

At the very top-left is Phil Mitchell, a main character from BBC drama Eastenders, who is a kind of trademark in these pics, always lurking there in the background.
